What is the Green Card Insurance?
The Green Card insurance policy is an international certificate of compulsory motor third-party liability (TPL) insurance. It confirms that a motor vehicle travelling outside its country of registration has valid third-party liability coverage. This policy facilitates cross-border travel by ensuring that damage or injury caused to third parties in countries participating in the Green Card System is compensated in accordance with the rules of the country where the accident occurs.
In accordance with the international motor insurance system and Albania’s legal framework governing compulsory transport insurance, the Green Card serves as internationally recognised proof of insurance. It covers the driver’s legal liability for bodily injury and property damage caused to third parties while driving outside the vehicle’s country of registration.
This policy is essential for international travel by car, providing financial and legal protection for the driver and ensuring that affected third parties receive compensation in accordance with the legislation of the country where the incident occurs.
The Green Card is valid in approximately 48 countries and territories participating in the international motor insurance system.
These include:
- European Union and European Economic Area (EU/EEA) countries
- Many countries in Eastern and Southeastern Europe, such as Albania, Serbia, North Macedonia, and parts of Türkiye
- Several countries in the Middle East and the Mediterranean region
The system is administered by the Council of Bureaux, which coordinates agreements between national insurance bureaux.
